Windsor Framework – Effective from 1st May 2025


From Thursday 1st May there will be new rules for sending goods from Great Britain (including the Isle of Man) to Northern Ireland. These changes are part of the Windsor Framework, which is the agreement between the UK and the EU amending the Northern Ireland Protocol.

The changes aims to keep parcel deliveries smooth between Great Britain and Northern Ireland. The new rules help protect Northern Ireland’s place in the UK market while meeting international trade rules. By providing a bit more parcel information, we can reduce delays, avoid customs charges, and make sure goods reach their destination without extra checks.

Customers sending post containing goods through our online channels including Online Postage and Click and Dispatch will need to provide additional information. We are working with our UK logistics partner on a solution which enables customers to be compliant with the requirements set out by His Majesty’s Revenue & Customs (HMRC). Details of this solution will be announced in due course.

Does the Windsor Framework affect everyone?

The Windsor Framework only affects individuals and businesses sending goods from Great Britain (including the Isle of Man) to Northern Ireland.
It does not affect letters or postcards or items containing goods sent using stamps through post boxes or post offices.
It also doesn’t affect parcels sent from Northern Ireland to Great Britain.

Do the rules apply to all parcel companies?

Does the Windsor Framework affect all parcels?

No, it only covers parcels that contain goods which have been sent through our online platforms including Online Postage or Click and Dispatch. Items containing goods sent using stamps through post boxes or post offices are exempt..
The Windsor Framework doesn't apply to documents or correspondence including letters, birthday cards or statements.

What kind of parcel movements are covered?
